Statewide lists feel productive and perform badly. Here is the city-by-city method that keeps territories workable and connect rates high.
There is a predictable failure pattern in local outbound: a team pulls a statewide list of 40,000 businesses, works the first 600 rows, never touches the rest, and concludes the data was bad. The data was fine. The territory was the problem.
Why city-level beats state-level
- A city list is finishable. A rep can work 300β500 records in a week and actually reach the end, which means you learn whether the segment converts.
- Local context makes openers land. "I work with six roofing companies in Plano" is a real sentence. "I work with roofers in Texas" is not.
- Metro economies differ. Phoenix HVAC and Buffalo HVAC are different businesses with different budgets and seasons.
- Territory assignment gets simple. One rep, one set of cities, no double-dialing.
Sizing a territory properly
Work backwards from dial capacity. A rep making 60 dials a day across 20 selling days reaches roughly 1,200 dials a month. At 3β4 touches per account, that is 300β400 accounts. So a monthly territory is 300β400 businesses β which for most services is one mid-size metro or two smaller ones.
The monthly cadence
- 1Week 1 β Scrape. Pull the full business list for the monthβs cities. Sort by fit signals and cut the obvious misses.
- 2Week 1 β Enrich the top slice. Typically 20β30% of the list: the accounts where a name and email change the outcome.
- 3Weeks 2β3 β Work it phone-first. Verified line first, enriched email the same afternoon on any voicemail.
- 4Week 4 β Review and re-scrape. Diff the new scrape against last monthβs export to catch new businesses and closures.
Budgeting credits
